Mr. Crowley has over 22 years of professional
project controls experience in the design, construction, and construction
management disciplines with a focus on critical path method (CPM)
scheduling. His work has included planning and monitoring the procurement,
design, and construction phases of various transportation and industrial
projects. He has developed master and detailed schedules from engineering
plans, provided owner’s expert CPM schedule oversight, and evaluated
contractor requests for time extensions. Mr. Crowley is proficient with
industry standard software programs, including Primavera Suretrak, P3,
P6(v8.3), Microsoft Project, and Microsoft Office, as well as being a certified
Project Management Professional (PMP) through the Project Management
Institute (PMI). Mr. Crowley’s previous experience includes:
San Antonio River Improvement, Museum Reach, San
Antonio, Texas
As Project Manager, Mr. Crowley provided project
management oversight for the City of San Antonio during the final design,
solicitation, and construction phases of the $72 million San Antonio River
Improvement, Museum Reach section. He was responsible for
coordinating critical design and specification assessment, cost estimate
review, review of alternative procurement methods, utility relocation
status appraisal, and recommendations of value engineering
alternatives. He also assisted the City in critical negotiations with
the contractor over cost reductions and risk allocation, which allowed the
project to move forward in a fiscally responsible manner while minimizing
client risk.
Light Rail Master Schedule, Doha, Qatar. As the senior scheduler Mr. Crowley developed
the preliminary master schedule for the $1.8 billion Lusail Light Rail
project in Doha, Qatar. Besides being used to monitor the design,
procurement, and construction progress of the light rail project, this
schedule was also used to coordinate the interfaces with the multiple
contractors building the other infrastructure components of the overall
$5.5 billion Lusail City development.
City of San Antonio 2007-2012 Bond Program, San
Antonio, Texas. As the deputy
project manager, managed the development of a resource and cost loaded
+14,000 activity master schedule encompassing 151 municipal infrastructure
projects worth $550 million. The master schedule modeled the processes for
initial design consultant procurement, design production, advertisement,
and construction as well as the necessary utility relocation, right-of-way
acquisition, and environmental assessment activities.
Project Scheduling Services for US 281/IH 410
Interchange Project, San Antonio, Texas. As the senior schedule advisor to TxDOT on this $155 million
highway interchange project, Mr. Crowley performed baseline schedule
reviews, monthly schedule update analysis, as well as point analysis to
investigate potential schedule impacts between adjacent construction
projects. He monitored and documented construction progress, identifying,
tracking, and assisting in resolution of construction-related time impact
issues. He also reported to the state on construction schedule contract
specification compliance and coordinated meetings with the contractor and
area engineer on an as-needed basis.
